Economy and Politics of Latin America in the Second Half of the 2010s: Actual Situation and Perspectives for the Future

2010年代も後半に入り、21世紀世界の見通しがなかなかつかない情勢のもと、ラテンアメリカの政治経済もあらたな変動期に入っている。1980年前後から進展した民主化、そしてほぼ同時期に浸透し始めた新自由主義路線（ネオリベラリズム）による改革とその反動をへて、今世紀の新たな政治経済のあり方が問われている。そこで問われているのは、グローバル化をへた状況における自由と平等（経済課題）、自由と参加（政治課題）をいかにして現実のものとするかという歴史的な課題であり、ラテンアメリカの構造的な課題があらためて問われている。本シンポジウムでは、そうした課題意識から今後研究を進めてゆくための出発点として、ラテンアメリカの現代的位相を分析し、位置づけるとともに、今後の研究課題について検討を深める機会となることを期待している。
　経済においては、2000年代に南米諸国を中心に一次産品ブームを経験し、経済成長と所得分配の改善に進展があったが、近年その発展に停滞が生じている。これは国際経済環境の外生的要因だけで説明しうるものなのか、あるいはラテンアメリカに固有の問題の影響を受けているのか。また近年アジア諸国における賃金上昇を受けて、生産拠点としてメキシコ・中米への関心が高まっているが、Global Supply Chainの中で低付加価値タスクへの特化にとどまるのか、あるいは生産性上昇へのきっかけをつかむことができるのか。総じて、ラテンアメリカが経済発展停滞を乗り越える課題について議論したい。
政治の側面に関しては、いくつかのサイクルが終結する段階にあるように見える。一つ目のサイクルは、今世紀に入って顕著となった「左旋回」である。前世紀末から強まった新自由主義路線への批判を背景に多くの国で左派勢力が台頭し、左派政権が誕生した。2010年代には、そうした左派政権の実績が問われるようになり、期待に応えられない場合は支持を低下させ、政権交代を余儀なくされる例も出ている。「左旋回」の収束は、1980年代以降の新自由主義からポスト新自由主義へという経済路線をめぐるサイクルの終結でもある。他方、1970年代末以降に進んだ民主化以降の政治を担ってきた政党が既存政党として支持を失う場合も観察される。アメリカ合衆国の今回の選挙で見られた「エリートと非エリート」の対立軸に通底する傾向であり、一般的な傾向となるのか、分析する必要がある。そうした状況のもとで、民主主義の定着は未だ課題であり続けている。また、「急進左派」の国では、毀損した民主主義の政治的な枠組の回復が課題となっている。
